I'm just guessing that he was kidding -- no man is stupid enough to say that BEFORE he gets laid, drunk or not.
He could have just been being honest. Maybe he couldn't work up the nerve to have sex unless he was a bit tipsy. In which case, it was a very technical answer on his part, and he failed to grasp the full implications.
... or, it's exactly as bad as you took it to be, in which case this FML is exactly what it says on the tin.

Being drunk doesn't always bring out the truth. It brings out slurred, slow, thinking, often faulty. People tend to think being drunk only destroys inhibitions and the real thoughts get out; not quite. Thoughts that the person wouldn't even normally believe also go through their heads. If you don't believe this, you've never seen drunk people, or been drunk.
This is why being drunk is not as good an idea as advertised.

Ouch. Truth hurts... but kudos for the honesty, really... most people are too chickensh*t to speak up when asked. I know a girl who *intended* to have a 1 night stand with this guy, at least the day after it happened it was meant to be (he opened his mouth - sooo not as bright as he looked)... and was too chicken to say anything when he wanted to come back, and ended up in a miserable, irritating relationship for TEN MONTHS!!! That's just the height of masochism... speak up, decide whether or not you still want to do it... and enjoy, or not, as the case may be. Some "relationships" should only be had while drunk.

If he would not sleep with you when he was sober, it does not mean he doesn't like what you look like. Alcohol can get past inhibitions and other stuff. Meaning he may not sleep with you due to culture or wanting to wait etc. who knows, unless you ask him.
Here is the question one must ask though. IF she was a he. Meaning the girl said, "no i would not sleep with you." How differently would the views be? double standards?
what is he's just death shy? you know, alcohol helps people get over that stuff sometimes. I'd say be straightforward and just ask. It doesn't necessarily mean he doesn't like you
